This site was created with my favorite CMS, MODx.  MODx is open-source (i.e. free!), and one of my favorites because it is extremely clean and flexible.  It is easy to make custom templates and populate a site with data. There is an active community in the MODx Forums who are willing to answer questions and help with any problems.
